City of Portsmouth NH DPW Hosts Vaughan Mall Project Design Public Meeting on Monday, July 7, 2025
PORTSMOUTH – The City of Portsmouth NH will start urgent work in Vaughan Mall to replace the heavily deteriorated sewer and water lines. While the Mall is under construction, the City will also be upsizing the stormwater system to accommodate the additional flows that will be generated during future phases of the Fleet Street Reconstruction Project.
Construction on Vaughan Mall is scheduled to begin Monday, Sept. 1, 2025, and will continue through early December. To ensure accessibility during the winter months, the site is expected to be temporarily surfaced with asphalt. 

A public information meeting is scheduled for Monday, July 7, 2025 in the Levenson Room at Portsmouth Public Library (175 Parrott Ave.) at 6 p.m. to discuss the redesign of Vaughan Mall. Terrence Parker, a member of the American Society of Landscape Architects (ASLA) from Terra Firma Landscape Architecture, will provide initial design direction for the restoration of Vaughan Mall at the meeting and collect public input on those designs to inform the City’s final design plan.
This is a hybrid meeting held in-person and via Zoom. Members of the public who wish to participate by Zoom must register in advance. After registering, participants will receive a confirmation email containing information about joining the meeting.
